Phillips County Release Meanings
A release from Phillips County Jail is a physical custody event, not one fixed legal outcome. A person may leave for the community after posting bond, completing a county sentence, or receiving a court order. Another person may leave the jail only because the sheriff transferred custody to the Kansas Department of Corrections, another county, federal authorities, or immigration officials. The Phillips County current inmate roster does not preserve those distinctions after a row disappears.
Two records answer different parts of the question. The sheriff's booking and release entry is the best local proof of when the person physically left the jail and whether a destination was recorded. The court docket explains the legal cause, such as bond, dismissal, sentence, probation, commitment, or revocation. A state transfer moves the search to KASPER. A county release alert belongs in Kansas VINE. Federal and ICE cases use separate systems.
- Time served
- A court-authorized end to confinement after the required jail time is credited.
- Transfer
- A move between custodians. It is not release to the community.
- Parole
- Community supervision after release from an eligible prison sentence.
- Discharge
- The end of the sentence or reflected supervision, not merely the day prison custody ended.
Phillips County Custody Exit Paths
The next source depends on the recorded exit. A bond figure on the current roster is only a listed condition. It does not show that money was paid or that release processing finished. Likewise, a missing row does not identify the destination. Use the following paths as a routing tool, then obtain the actual event record.
| Exit path | What it means | Next confirmation |
|---|---|---|
| Bond or court order | The local basis for detention ended or changed | Sheriff release entry and court docket |
| Time served | A county jail term was completed | Release entry and sentencing journal |
| Probation | The court placed the person in the community under conditions | Court docket and Community Corrections |
| KDOC transfer | State custody began or continued | KASPER status and movement record |
| Other authority | Another jail, warrant holder, federal agency, or ICE took custody | Receiving agency's record |
Phillips County Release Record Fields
Phillips County publishes no historical release archive, so the maintained sheriff entry must be requested. Ask for existing fields without assuming every field exists. A narrow request gives the custodian a full name, an approximate detention date, and the exact record sought. It should also distinguish the booking and release entry from the booking photograph.
| Requested field | What it can establish |
|---|---|
| Booked name and aliases | Identity used for that detention |
| Booking or arrest number | A tie to the correct jail episode, if maintained |
| Booking date and time | When the local custody record began |
| Release date and time | When Phillips County physical custody ended |
| Disposition or release code | The sheriff's recorded type of exit |
| Bond information | Bond details tied to the exit, when applicable |
| Receiving agency | Whether a transfer followed, if maintained and public |
| Court or warrant number | A path to the legal case, if maintained |
The court file remains essential. A bond order can precede the actual jail exit, while a release code may not explain the full case outcome. Match the entry to the Kansas court docket before drawing a conclusion.
Request Phillips County Release Records
No dedicated online sheriff release form or fixed local photo fee was found. Address a narrow Kansas Open Records Act request to the Phillips County Sheriff's Office. The county and sheriff sites list different email addresses, so confirm the preferred delivery address by phone instead of assuming either listing replaced the other.
- Identify the person by full booked name, date of birth if known, and a tight arrest or booking date range.
- Ask for the existing booking and release entry, including maintained release time, disposition code, bond data, transfer destination, and record number.
- Request the booking photograph separately. Ask for electronic delivery and a cost estimate before work begins.
- If material is withheld, request the statutory basis in writing and ask for all severable public fields.
- When the entry names a receiving agency, continue the check with that custodian. Use the court clerk for judgments and orders.

K.S.A. 45-218 requires action as soon as possible and no later than the end of the third business day. That is a response deadline, not a promise that production will finish then. K.S.A. 45-219 permits reasonable actual costs, advance payment, and necessary review or redaction charges.
Phillips County Release Record Law
K.S.A. 45-217 places jail and correctional rosters, court records, and police blotter entries outside the definition of criminal investigation records. That distinction does not open every part of a booking file. K.S.A. 45-221 contains exemptions and a correctional-record rule with listed public carve-outs. Juvenile, medical, sealed, expunged, and protected investigative information may be withheld or redacted.
Kansas provides different expungement routes for convictions, municipal matters, and arrest records. An expunged case may disappear from the public court portal and covered custodians may be restricted from disclosure. That absence does not prove the booking never occurred. No public Phillips County release-record retention period was found, so ask whether the requested record is still maintained rather than stating a period.
Phillips County Bond Release Proof
The sheriff maintains an authorized local bonding-agent list. It gives locally specific contact options, but it is not a record that a bond was posted. The live roster's bond amount and bond type also describe current listed terms, not the later payment or jail exit.
Confirm the physical event through the sheriff release entry. Then read the District Court docket for the bond order and continuing case dates. A person may remain at the jail while paperwork, another hold, or a transfer is processed. Release should never be inferred from a quoted bond alone.
Precise Phillips Release Requests
The Kansas Attorney General's FY 2024 report lists Phillips sheriff or department and District Court open-records complaints that ended with “No violation found.” That finding is not evidence of wrongdoing. Its useful lesson is procedural: name the exact existing record, give a narrow detention range, state the preferred electronic format, and set a fee limit.
Keep the written response. If the office says no such public record is maintained, that answer is more useful than a vague search failure. If it identifies a transfer, the response also points to the next custodian.
Find Phillips County Released Inmates
The official Phillips County interface is current-custody only. It has no released toggle, archive, or public release field. Start there to test present local custody, but continue through the correct systems before calling a person released.
- Search the sheriff roster by exact name and variants. Record the check time and visible booking details.
- Call the jail or request the existing booking and release entry. Ask whether the exit was a release, bond, transfer, or another disposition.
- Search the Kansas District Court Public Access Portal, narrowed to Phillips County, for the order or judgment around the custody change.
- Use KASPER when state custody or KDOC supervision is plausible. An “Inmate” record after jail disappearance indicates state transfer.
- Use Kansas VINE for the county-jail event, but use the separate KDOC channels for state prisoners.
- Check Community Corrections when probation is possible, since recent probation events may be incomplete in KASPER.
- Use BOP or ICE only for the federal or immigration path. Neither replaces the county record.
A person missing from the Phillips County roster is not currently shown. Verify release or transfer before describing the outcome.
KDOC Search for Phillips Releases
The KASPER search gateway covers people in KDOC custody since 1980, post-incarceration supervision, and discharged sentences. A former Phillips County detainee appears only if the person entered the KDOC population. Someone who bonded out locally without a state corrections case may have no relevant KASPER record.
| Search or result field | How to use it |
|---|---|
| Name, alias, KDOC or KBI number | Narrow identity and avoid a name-only match |
| Conviction county | Choose Phillips for a local case, while allowing other origins |
| Supervision type | Separate Inmate, Parole, Community Corr., Absconder, and Discharged |
| Movement and facility | Test whether a county exit became a state transfer |
| Anticipated release date | Read as an estimate, not proof of actual release |
| Parole office | Find the office maintaining state supervision |
The official KDOC locating field explanation says updates are daily except weekends. Read status before dates. “Parole” shows community release with supervision, “Discharged” indicates the reflected sentence ended, and “Inmate” means state custody continues.
The KASPER gateway shown below displays the disclaimer readers meet before entering the search.
After accepting it, compare the photo, physical description, case number, county, and movement history rather than relying on a name alone.
Phillips County Recent Release Limits
Phillips County did not publish a 24-hour or 72-hour released view in the interface reviewed on July 18, 2026. The wrapper calls the feature an inmate roster and the embedded table shows age, sex, race, name, arrest date, book date, charges, bond, bond type, and a mugshot control. It has no release date, time, reason, destination, case number, archive, or current-versus-released switch.
No update frequency or post-release visibility period is published. For an interval-based request, ask the sheriff for an existing release log covering precise start and end times. Do not ask the agency to create a new report if none exists. The Phillips County 24-hour release page explains that same-day fallback.
Phillips County Release Supervision
Parole, postrelease supervision, conditional release, community corrections, and probation all place a person outside jail or prison, but different authorities create and track them. KASPER and KDOC Parole Services cover KDOC parole and postrelease supervision. The sentencing court and Northwest Kansas Community Corrections are safer for current local probation because KASPER warns that probation events after April 21, 2021 cannot be displayed during modernization.
The dedicated KASPER absconder filter is a public lead. “Absconder” means the person is alleged to have stopped complying with supervision; it does not erase the earlier release or prove current jail custody. A final discharge certificate under K.S.A. 22-3722 gives stronger proof that supervision ended.
Phillips Release Reentry Resources
The sheriff's community resources directory links local court and legal resources, AA, NA, Al-Anon, crisis services, and Options. It is useful local navigation after release. It is not described as a jail discharge plan or formal reentry program.
No county reentry office, work-release facility, halfway house, or transportation program was found in the reviewed official material. Contact the listed provider directly to confirm eligibility and current services rather than assuming the jail arranged help.
Phillips Release Alerts and Locators
Kansas VINELink covers participating county-jail custody and can send release, transfer, or escape alerts. It does not cover KDOC state-prison offenders. A transfer from Phillips County Jail to KDOC can therefore end the county VINE record while state custody continues. KDOC runs its own notification form for a state prisoner or supervised releasee.
The BOP inmate locator covers federal custody from 1982 forward. A past release date with no federal facility means release from BOP custody, not necessarily the end of federal supervision or other custody. ICE's locator covers current detainees and persons released from ICE custody during the preceding 60 days. The public window later expires.
Phillips Release Records by Suite
The jail and District Court share the same courthouse address but hold different proof. Suite G and the sheriff's number lead to the physical custody event and booking photograph. Suite E and the District Court clerk lead to orders, sentences, and dispositions. The Phillips County District Court page lists the local clerk contact.
Municipal ordinance matters add a third forum at Phillipsburg Municipal Court. Use the forum that issued the order. A sheriff entry can show the jail exit, while the court file explains whether bond, dismissal, probation, sentence completion, or commitment produced it.
Phillips Release or ICE Transfer
An ICE detainer can permit local custody for up to 48 hours beyond the time a person otherwise would be released so DHS can assume custody. A Phillips sheriff record reading “released to ICE” or “transfer” therefore describes a custodial handoff, not a return to the community.
ICE states that its public locator keeps released-from-ICE results for only 60 days. A later disappearance can mean the public window expired. No official source reviewed documented a Phillips County ICE detention contract, so the correct conclusion is only that no local documentation was located.
Phillips Release Status by System
Each system answers a limited jurisdictional question. Use a direct record for the custody type and compare it with the court or receiving agency when the transition matters.
| System | Still in custody | After release or transfer |
|---|---|---|
| Phillips roster | Current county listing | Row normally drops; request sheriff entry |
| KASPER | “Inmate” and state facility | Parole, other supervision, or Discharged may remain |
| Kansas VINE | County-jail custody and alerts | Reported county release or transfer; no KDOC coverage |
| BOP | Federal facility | Past federal release date and no BOP location |
| ICE ODLS | Current immigration detention | Released result remains only within its limited window |
Phillips County Release Facility
Phillips County Jail is the only locally documented adult detention facility found in the county. The City of Phillipsburg says it contracts with Phillips County for law enforcement, so there is no separate public city-police jail path to search. KDOC's facility map does not place a state prison in Phillips County.
A person may leave the jail for the community, KDOC, another jail, ICE, or another authority. The sheriff entry confirms the local physical event. The court and any receiving agency explain what followed. No official local source reviewed documented a federal, ICE, juvenile, work-release, halfway, or second county detention facility.
The city contract matters when a Phillipsburg arrest begins the search. Physical custody still routes through the county jail, while the legal record may belong to Phillipsburg Municipal Court if the case concerns a city ordinance. District criminal matters belong in Phillips County District Court. Searching for a separate Phillipsburg police release roster would miss the documented local custody channel.
Agency boundaries also prevent false matches. Search engines may return a Phillips County sheriff in Arkansas, but that is the wrong jurisdiction. Kansas local records use the Phillips County government site, the Kansas sheriff site, and the linked PlutoSites roster. State custody then shifts to KDOC systems. Checking the state and agency name before using a result avoids attaching another county's release feature to a Kansas detention.
